It seems scarcely credible that we can begin to trust a phonological model - and a rule-based one, at that - to draw meaningful boundaries between what is derivable and what is not. Such possibilities have been explored before, but the ingenuity of phonologists has typically subverted them, as with the tendency of Lexical Phonologists (like Halle and Mohanan (1985)) to order rules on Level 2, specifically to evade DEC. We encounter a precisely parallel problem in this case, if we allow the disruptive influence of underspecification.
